Can carver even be considered a central villain? I mean, he was there for only 2 episodes, and was mentioned in episode one only for two or three times. He was mentioned in episode 4 and 5 too, or at least referenced.

Well he was more central then Campman, who I dare say is not a villain but a reflection of both your choices, and the person Lee could have been.

They both stoop to the same level but they both think they're in the right.

I know, but he is not the main villain, there is a episode specific villain for every episode beside episode 1, the Saint Johns, the Save Lot bandits, fucking Lilly, Crawford, and finally him, with season 2 it's just Carver and the Russians as far as villains go with maybe Jane if you view her as one.

If you think about it - Kenny kind of is the main antagonist for Season 2... He's kind of a believable villain because he's unaware of how bad he is and he isn't evil through-and-through.
