Dunno for episode 4 but i'd say for 5 there'll be bandits and such at Wellington as the antagonsists.

I say its likely its just survival with walkers, it seems like it, I would love Nate, but if they wasted most of 400 Days, what stops them from wasting the Cobra?

Walkers, mostly, is my guess. The idea that there's no more safe haven like the lodge, the cabin or even Howe's to an extent. That the area has been picked clean like Luke said.
Maybe some feuding with the 400 Days characters once they find out Clem's group is responsible for the downfall of Howe's.

Watch it be Luke, in a bullshit double take by TTG. They'll probably reveal a weakness in Luke's character, but I think they're above going like "GUISE THIS GUY WAS SO PERFECT OBVIOUSLY THERE WAS SOMETHING FISHY".

I still think that it's going to be Nate with a group of bandits, roaming around Wellington. I just can't imagine Telltale not using an interesting villain at their disposal, opting instead to create a showdown between the protagonist and some nameless enemy.
