Episode 4 is called 'Amid the Ruins', and Savannah is a bunch of ruins to Clem. A lot of people she knew died there, hence the picture with her surrounded by shadows. Notice she's the only one colored, representing alive. The rest are shadows, representing dead.

I never thought of that, or they could be wayward corrupted souls, I like the way you think, maybe she does go back, and we find what remains of our favorite protagonist, it would be fitting, and we would perhaps find Kenny's body if we don't see him before that point, yeah seems fitting, we need a reason but beyond that, I like it.
