With the exception of one costume where he wears oven mitts and similarly patterned shoes, and the default, all his costumes suck.

No, there are several key differences. It's basically like from N64 to Melee. Things are changed, things are added, but it's definitely close to its predecessor. Only less things are added and changed in Sm4sh. It's definitely supposed to be miles ahead of Brawl, though.
