Okay, honestly, it's so much easier to play with mouth and keyboard. Controller is so awkward. Maybe since I've already played a whole game with keyboard...
Anyway, I fixed the issue.

Dammit, how the hell am I supposed to hit anything with a melee weapon? The animation takes a hundred years, I might as well be waiting for the monsters to die of old age! Time it better. Trust me, your timing will improve. Other than that, know what enemies are easier to hit with melee, and fight those with melee so you can conserve your ammo. Switch out for a gun for enemies that are much harder to hit with melee weapons. Trust me, you get the hang of it eventually. Also, are you playing Silent Hill 1 or 2?

SH1. I assume the melee weapons have quicker animations in 2? Dunno, only just started it. Combat is purposefully very sticky and not worth it. Honestly, I did end up running straight past encounters if it looked like more than I could handle without really getting hurt. If it was just one or two, then depending on the enemy, I'd give a few well timed melee strikes, or I'd pull out a gun and just start firing like crazy(I could afford that since I was conserving ammo). I'm not sure if this is a spoiler, but I do have a few tips on how to handle each enemy. No actual spoilers for the game aside from tow locations that I've already talked about outside of spoilers. Shoot the flying guys, always. Avoid them if you can, but note that they fly faster than you run. you can still avoid them if you zig a little to either direction when they're getting close.
There are little cockroaches. If you use the pipe or hammer and hold attack, then you can just smash them, otherwise, melee weapons don't even work.
The mumblers in the school are generally slow, and you can probably take them out with melee or run past them. If it's a group, don't try fighting, just run, and unless you don't think you can run, don't shoot either, because they're slow andm ore often than not, you can just run.
Dogs are a pain in the ass. If you've got the ammo, then just shoot them. don't run, they're faster and harder to avoid than the flying guys. You can time it right to hit them and they'll be knocked back, but if you've got enough pistol ammo, two shoot'll knock them down.
The possessed in the Hospital are slow, and even in groups, it's easy to pick them off with a melee weapon. once you find the hammer, use that, the charge attack. With most, it will only take two hits to knock them down. Even with the pipe, just don't waste ammo on them.
Later on, there are these jumping things. Don't try to fight them up close, you can't time it. Even if you time it right, they won't be knocked back like the dogs, they'll keep coming and pin you down and rip your guts out anyway. Always use guns. You can avoid them, but they are faster, you need to zig. They're harder to run from than the flying guys, but not as bad as dogs. Again, if you can get your timing down and learn when to use melee vs. guns to conserve ammo for when you need it, you should be fine.

Combat's a bit smoother in SH2, but mostly the same. In fact, everything gameplay-wise seems the same.

Oh God, so while movement was a Nightmare with the controller, combat is even worse on the keyboard since you can now move faster in combat and the very first enemies require you to do this, but I can't do it on keyboard. Just can't.

Silent Hill 2 and 3 are the only ones I ever played (along with PT). I finished 2, but I still have to beat 3, but I can never play it since I feel like it sucks compared to 2.

SH3's story is not better than SH2's, but I still liked it. You'd like it more if you played SH1 though, since SH3 is the continuation to that one.
